Municipal vs. State Licensing for MS Coast Contractors

Last reviewed October 22, 2026 · The Builders List

Not every job needs a state license. Small projects under $10,000 (drywall repair, painting, minor carpentry) fall below the MSBOC threshold. But that does not mean the contractor can operate without any license.

The municipal privilege license

Any contractor working in Gulfport, Biloxi, Ocean Springs, or any city on the Coast is required to hold a local business or privilege license — even for small jobs under $10,000. Always ask: "Do you have a current business license with this city?"

The rule of thumb

  • Jobs under $10,000 = municipal license only.
  • Jobs over $10,000 (or any electrical/plumbing/HVAC work) = MSBOC state license required.

Both can be checked. The state license is checked against the MSBOC record. The municipal license can be confirmed with the city code office that issued it.

Why both matter

The state license shows competence and accountability for larger work. The municipal license proves the contractor actually operates locally and pays the fees the city uses to regulate construction. A contractor without either is a risk at any price.

The five-minute version

  1. Estimate the full project value.
  2. Under $10K: confirm the contractor holds a current city business license.
  3. Over $10K or electrical/plumbing/HVAC: confirm the MSBOC state license.
  4. Ask to see both before any money changes hands.

Every licensed contractor will show you both without hesitation.
